Ms. Sigafus has more than 38 years of experience in management and operations in both private and non- for-profit business sectors surrounding behavioral health and managed care, with over 20 years dedicated to the coordination and oversight of quality improvement programs and performance improvement projects, corporate compliance, and gaining and maintaining national accreditation standards. Ms. Sigafus has led projects at EVS, LLC enhancing recovery supports for states including developing the infrastructure for state-level recovery-oriented systems of care, developing recovery data strategies, and establishing collaboration across state divisions and community stakeholders – all with an intentional focus on centering the voices of individuals with lived experience. She is skilled in project management, development of policies and procedures to comply with state and national standards, as well as designing and implementing quality improvement programs, data metrics, quality program documentation and data reporting and dashboards.
Ms. Baker has more than 40 years of experience in direct service, managed care services, management, education and corporate operations. She has worked in both private and non-for-profit business sectors, with over 17 years in direct service for behavioral health, and over 18 years in managing and operating her own business.
In the managed care markets, Ms. Baker has developed an expertise in the art of credentialing behavioral healthcare providers. In addition, Ms. Baker taught students and provided oversight of a school curriculum and associated clinic in Indianapolis, Indiana. She has also provided executive assistance services to nurse researchers in the School of Nursing at IUPUI.
Ms. Quiring has worked in the nonprofit and government sectors for over 10 years in a variety of roles including strategy and program development, quality improvement, regulatory compliance, evaluation, and stakeholder relationships/engagement. She spent over eight years working for the state of Indiana’s Division of Mental Health and Addiction with a focus on ensuring Hoosiers received person-centered services and supports. For most of her tenure, Ms. Quiring also served on the Recovery Supports Workgroup, focused on enhancing access to recovery support services, as identified by individuals in recovery, across the state. Ms. Quiring is skilled at interpreting and translating data for a variety of audiences, building programmatic strategies and infrastructure, operationalizing ideas/vision into actionable steps, and cross-program/ department collaboration.
Ms. Quiring has a Master of Public Affairs in Nonprofit Management and a Master of Arts in Philanthropy.
Ms. Comer has over 30 years of lived experience as a recovery advocate and peer support provider. She served as the Executive Director of NAMI Greater Indianapolis, managing peer and family support programs for 8 counties with a combined population of 1.7 million people. She has offered her time and expertise to the board of NAMI Indiana, served in the role of NAMI Florida Peer Leadership Council State Representative, and is currently serving as the Board Chair for the NAMI National Peer Leadership Council, she is a board member for the Florida Mental Health Advocacy Coalition, and supports the Florida Recovery Advocacy Project, and is a Mental Health Court Advocate throughout Districts 14 and 19 of Florida. She recently co-facilitated SAMHSA’s Office of Recovery’s Wellness in the Workplace Summit. Ms. Comer is skilled in providing training, support and outreach to nonprofit organizations, law enforcement and the judiciary on trauma informed mental healthcare, developing recovery-friendly workplaces, crisis de-escalation, suicide prevention, judicial advocacy, and the essential role of peers in the recovery of individuals and families living with mental health challenges. She is an adept speaker, trainer, facilitator, and advocate – sharing her story of recovery to empower others to achieve their success in recovery while developing the tools necessary to determine and live their healthiest quality of life.
Ms. Comer is a Nationally Certified Peer Specialist, a Certified Recovery Peer Specialist with the State of Florida, a Copeland Institute certified Wellness Recovery Action Plan (WRAP) facilitator, a Train-the-Trainer for the SAMHSA Gains Center How Being Trauma-Informed Improves Criminal Justice System Responses and she is certified to teach as well as facilitate all of the peer and family signature classes and support groups developed by the National Alliance on Mental Illness (NAMI).
Ms. Anderson-Willis has over five years of experience as a certified peer support professional. She has honed her skills in peer supervision, managing ethical dilemmas, and navigating peer certification processes. As a seasoned trainer and facilitator, she has led programs such as Alternatives to Suicide Peer Support, crisis peer training, peer supervisor training, and certified peer training for diverse audiences, including those in corrections and court systems. Additionally, she has dedicated her time and expertise to the Bullying & Suicide Prevention and Online Safety Task Force. Ms. Anderson-Willis excels in designing and implementing programs that enhance peer support roles, providing assistance to professionals and organizations embracing recovery coaching, and advocating for the belief that recovery is possible for all.
In the state of Indiana, Ms. Anderson-Willis is recognized as a Certified Peer Support Professional, a Crisis Peer Supervisor, a certified Recovery Coach Professional, and a Recovery Coach Professional Facilitator. She is also an Adverse Childhood Experiences Facilitator, a SASSI Trainer, a Medication-Assisted Recovery Specialist, and a Tobacco Treatment Specialist. Currently, she is pursuing her bachelor’s degree in psychology.
Dr. Quiring has spent over 15 years as advocate, educator, and attorney across various stages of the criminal legal system. More specifically, working and advocating in spaces where a person experiencing mental health crisis intersects with the criminal legal system. Her dissertation, Living with serious mental illness, police encounters, and relationships of power: A critical phenomenological study, was published in 2021. Dr. Quiring currently supports the NAMI Indiana Technical Assistance Center for Mental Health and Justice as the lead researcher. As part of her partnership with the NAMI Indiana, her focus has been on the further development of state-level infrastructure for community-based mental health and substance use crisis response, developing community-based Crisis Intervention Teams and providing Sequential Intercept Model mapping across Indiana. Dr. Quiring is a certified SIM facilitator and has guided multiple counties in developing SIM strategic plans in their communities. Continuing her state-level focus, Dr. Quiring recently served as the principal investigator on the Investing in Recovery Communities: A Statewide Social Return on Investment Analysis. This research, with the support of the Indiana Division of Mental Health & Addiction, centered the lived experiences of people navigating recovery and the growing recovery communities supporting multiple paths of recovery for Hoosiers.
Dr. Quiring is on faculty at the Indiana University School of Social Work. She received her Juris Doctorate from the Howard University School of Law and her PhD from Indiana University School of Social Work. As a translational scholar, her current areas of research, writing, and teaching include: recovery service organizations, peer support across the care continuum, abolitionist feminist praxis, critical phenomenology, interpretative phenomenological analysis, collective wellness, mental health law & policy, Crisis Intervention Teams, police, criminal legal system, state violence, power relationships, death penalty.
Ms. Flowers has served as a Public Health Epidemiologist for the Rhode Island Department of Behavioral Healthcare, Developmental Disabilities and Hospitals. She was responsible for managing the full lifecycle activities of data analytics to include requirements and design, data cleaning, developing analysis and reporting capabilities, linking databases and datasets, and continuously monitoring performance and quality control plans to identify improvements in models.
She has analyzed data and conducted research in a variety of specialty areas such as Ophthalmology at the University of Alabama at Birmingham and Suicide Prevention and Intervention at the Alabama Suicide Prevention and Resources Coalition. She recently served as the Data Analyst on the EVS, LLC team that conducted the study Investing in Recovery Communities: A Statewide Social Return on Investment Analysis.
Ms. Flowers has her Master of Public Health in Epidemiology.
Ms. Sewell has over 5 years of experience in data analytics within a diverse subject range/industries that include public health, consumer research, retail/hospitality, and the federal government. She has served in a variety of roles ranging from data management/governance, business analysis, process development, data strategy, business intelligence, and exploratory research analysis. She has worked on projects that include developing pricing models using both predictive and descriptive analytics, documenting and creating processes, standard operating procedures, and case studies for data ingestion, analysis, A/B testing, research and data trends. Ms. Sewell has a knowledge set in a variety of tools/programs used for data analysis such as Microsoft Suite (specifically Excel & Power BI), Qlik Sense, Salesforce, R Studio, and more. Her skillset lies in storytelling by utilizing data to understand trends to make better informed decisions, measure the success of programing and initiatives, and identify and create solutions using actionable insights.
Ms. Sewell has a Bachelor and a Master of Science in Analytics.
Ms. Case has over 11 years of experience as a peer trainer, and has been an active participant in the peer movement in Indiana from its inception. She has collaborated on the state recognized peer certification training development, through its various renditions since 2013. From 2013 through 2024, Ms. Case
has facilitated the state endorsed peer certification curriculum, training over 500 certified peers during this period. Additionally, she has led trainings and conference presentations over a variety of peer topics including Peer Supervision, Ethics, Compassion Fatigue, Clinical Documentation, Co-Occurring Disorders, Crisis Intervention, and Train-the-Trainer programs for Indiana Certified Recovery Specialists, Community Health Workers, and the Certified Peer Support Professional curriculum. She also has 30 years of experience with the creation and monitoring of client data sets and organizational performance measures, financial analysis studies to evaluate programs and services, and market/satisfaction/needs assessment research and design analysis. This includes report writing, SQL programming, SSRS development and Crystal Report writing. She also has significant experience and expertise in chart and records auditing for compliance with state and certification guidelines.
Ms. Case is a graduate from Northwestern University in both mathematics and psychology.
Ms. Jodi Lemont is a dedicated wellness advocate with over 30 years of experience in social services and personal wellness. Throughout her career, Ms. Lemont has worked in a variety of roles—including Behavioral Consultant, Guidance Counselor, and Director of Case Management & Child Welfare Services—supporting individuals and families in need. She has collaborated with nonprofit organizations and state and federal agencies, delivering social services across diverse communities.
Ms. Lemont holds a double Bachelor of Science in Speech Communication and Psychology from the University of Miami. Jodi holds several certifications, including WRAP (Wellness Recovery Action Planning), WHAM (Whole Health Action Management), Motivational Interviewing, and Trauma-Informed Care. She combines these credentials with her passion for helping others and facilitating wellness education to foster long-term health and personal growth.
With over 15 years of recovery and lived experience in mental health, addiction, and homelessness, Ms. Jones is a dedicated advocate and professional specializing in behavioral health, recovery supports, and outreach services. In her role as a Social Worker, Case Manager, and Outreach Specialist, she provides comprehensive support services to address housing, job readiness, and wellness.
Ms. Jones’ professional career spans social work, group therapy, case management, and outreach, with a focus on serving homeless veterans. Drawing from her lived experience, Ms. Jones connects with individuals on a personal level, offering hope and guidance to those facing significant challenges.
A key aspect of Ms. Jones’ expertise is utilizing “lived experience” to inform and enhance the delivery of services. This approach not only builds trust but also identifies critical barriers and tailor’s solutions to real needs, ultimately sustainable recovery and independence.
Ms. Jones is committed to fostering recovery-oriented systems of care within her community. She has a proven ability to facilitate workshops, including WRAP, tailors to the needs of those she serves. Her passion for service is matched by her dedication to ensuring that others have the resources and support they need to achieve self-sufficiency and lasting wellness and recovery.
She holds a Bachelor of Science degree in Human Services, Generalist, and is a Certified WRAP (Wellness Recovery Action Plan) Advanced Level Facilitator as well as a Certified Recovery Peer Specialist for Adults and Veterans.
Mr. Anderson is a practice transformation specialist currently serving as a Practice Coach facilitating primary care quality improvement work. He provides hands-on, on-site, technical assistance to state-funded Federally Qualified Health Centers, Community Health Centers, Rural Health Centers, hospitals, and various other community partners across the state. His work now focuses on utilizing Trauma-Informed Care and Mind Body Medicine skills training as the foundation of how we improve outcomes across organizations. Mr. Anderson has many years of experience working with health care provider teams in the pharmaceutical and biotech arena.
Mr. Anderson is a certified Brief Action Planning/Motivational trainer and is certified by the Center for Mind Body Medicine. Additionally, he is a certified Adverse Childhood Experiences Master Trainer and trained in Crisis Prevention Intervention.
Mr. Wyatt has more than 40 years’ experience in behavioral health and managed care. He has held several leadership positions in both not-for-profit and for-profit sectors. He has led organizations through transitions, created outpatient programs to serve specific client needs, helped lead changes in organizational structure to increase client participation and streamline operations. He participated with leadership to increase revenue without sacrificing member programs. He led teams in compliance initiatives working through organizational accreditation by NCQA, CARF and JCAHO. He has worked as a crisis therapist and also a crisis service manager for three hospital-based organizations. He collaborated with H.R. departments to increase employee satisfaction and monitor H.R. policies, and established community- based case management teams based on the ACT model.
Mr. Wyatt has implemented both supported and transitional employment programs via Department of Vocational Rehabilitation grant funding, as part of state-wide initiative. More recently, he interviewed state employees working in the behavioral health and addiction division, about their specific roles to establish job reference guides.
